The seventh Brics Summit just held in Ufa, Russia, marked amajor milestone in partnership. Leaders discussed issues ofcommon interest internationally, as well as key priorities tofurther strengthen and broaden intra-Brics co-operation. Theydecided to enhance Brics’ strategic partnership on the basis ofopenness, solidarity, equality and mutual understanding,inclusiveness and mutually beneficial co-operation.

　　近日在俄罗斯乌法召开的金砖国家峰会是伙伴关系发展的里程碑。五国领导人讨论了共同关心的国际问题，探讨了进一步加强和拓展金砖国家间合作的重要优先领域。各方决定在开放、团结、平等、相互理解、包容、互利合作的基础上，增强金砖国家战略伙伴关系。

　　Two major economic projects agreed at the previous summit in Fortaleza, Brazil, the NewDevelopment Bank and the Contingent Reserves Arrangement, came to fruition after a year ofwork by experts and talks between our governments.

　　在去年的巴西福塔雷萨峰会上，金砖国家就建立新开发银行和应急储备安排这两个重大经济合作项目达成一致。一年来，经过政府间协商和专家的努力，共识已转化为成果。

　　Among other things, the new bank will fund infrastructure in the developing world, as well assustainable development projects. The leaders stated that the global recovery was continuing,albeit that growth remained fragile with considerable divergences across countries and regions. Ifanything, the past year’s economic developments only contributed to the sense of urgency inimplementing these undertakings.

　　新开发银行将主要为发展中国家基础设施建设和可持续发展项目提供资金。过去一年全球经济复苏势头持续，但增长脆弱，且国家和地区情况各异，这就使落实上述项目更加迫在眉睫。

　　Brics’ co-operation reflected an objective need for co-ordination between new emerging centres ofeconomic growth in a fast-changing world. As always, it is left to national governments to carry outsober analysis and make decisions to bridge the gap between global governance, that often lagsbehind, and the situation “on the ground”. Our efforts complement our commitment to our G20partners, and we will be working closely with the forthcoming presidency of China in that forum. Asthe Ufa Declaration reaffirms, we are strongly committed to working closely in the G20, which isviewed as the premier forum of international financial and economic co-operation. What is ofconcern, however, is lack of action on further reform of the Bretton-Woods institutions, despitedecisions made five years ago to adapt them.

　　金砖国家合作机制反映了新兴经济体在快速变化的全球环境下相互协调的客观需要。金砖国家政府需要冷静分析并采取行动来弥合滞后的全球治理与现实情况之间的差距。金砖合作是对二十国集团合作伙伴承诺的补充，金砖各国将与二十国集团下一届轮值主席国中国紧密配合。乌法宣言重申，金砖国家将在二十国集团框架下密切合作，巩固其作为国际经济金融合作主要论坛的地位。值得关注的是，调整布雷顿森林体系的相关决定提出五年来，进一步改革方面仍缺乏实际行动。

　　Given the experience of Europe, Africa, Latin America and other regions, we have been steadilyenhancing our co-operation. The leaders adopted the Strategy for Brics Economic Partnerships asa key summit outcome, intended to co-ordinate our collaborations in various fields. These includefinance, economy and innovation, science and technology, fiscal and social policies, statistics,agriculture, health, emergencies management, education and culture.

　　The above gives a broad overview of what Brics’ co-operation constitutes. In response to outsidespeculation regarding Brics, we wish to clarify that our forum is not aimed against any parties, butrather stands for win-win co-operation through joint action. It is part of the overall networkeddiplomacy of each of our nations. Our co-operation is based on the principles of the UnitedNations, including sovereign equality. No one dictates to anyone or imposes their will, and decision-making is based on consensus. That is why we truly believe that our partnership, representing43pc of the world population and almost 30pc of global GDP, provides a sustainable model ofinternational co-operation. We strongly support the central role of the United Nations in worldaffairs and the rule of international law.

　　Another important area of co-operation is in addressing new challenges to our security, such asterrorism, drug trafficking, new infectious diseases, climate change and many others. They aretransnational and can be effectively dealt with only through genuine international efforts at globaland regional levels. While co-operating between ourselves, we are open to engagement with otherpartners on issues of mutual concern. In Ufa, such outreach was extended to the members of theEurasian Economic Union and the Shanghai Co-operation Organization. It may be recalled this wasalso pursued in 2013, first with African Union members and last year with the South AmericanNations.

　　金砖国家在经济金融合作之外的另一个重要合作领域是应对恐怖主义、贩毒、新型传染病、气候变化等新的安全挑战等。这些跨国挑战只有通过全球和地区层面的国际合作才能有效应对。我们在加强金砖国家间合作的同时，也愿与其他伙伴就共同关心的问题进行合作。在乌法峰会期间，金砖国家与欧亚经济联盟成员国和上海合作组织成员国进行了对话。2013年和去年的峰会上金砖国家分别同非洲联盟和南美国家领导人进行了对话。
