动词处理技巧：

中文多动词→英文保留1个谓语，其余用非谓语或介词结构。
例：“政府出台政策 鼓励 企业 减少 污染” → “The government introduced policies to encourage enterprises to reduce pollution.”
二、写作万能模板（议论文/书信/图表）

议论文模板：

开头段：
