　　2019年以来，美国已有乔治亚、肯塔基、俄亥俄、密西西比四个州，相继通过了反堕胎的“心跳法案”，就是一旦医生可以侦测到胎儿心跳，就不能堕胎。但因为胎儿心脏活动怀孕最早6周就能测到，法案几乎等于全面禁止堕胎（a near-total ban on abortion）。

　　据CNN统计，虽然2019年才过去五个月，美国就有15个州提出类似的《心跳法案》。

　　不过，这次阿拉巴马州的措施更进一步。除了执行堕胎的医生可能被判处99年徒刑之外，试图执行手术的医生也面临10年牢狱的风险，但接受堕胎的女性不会被起诉。

　　The Alabama measure, though, goes further. In addition to the potential 99-year sentence for performing abortions, doctors face the threat of a 10-year term for attempting to perform one. Women who receive abortions would not be prosecuted.
